It's about people anywhere using drugs, or using alcohol in the wrong place at wrong time. It can happen anywhere, and it does.

Transportation workers? Yes, but there are also intoxicated teachers, playground workers, hospital employees, hotel workers, counter clerks, construction workers, maintenance employees, and many others who can be drunk or using drugs on the job.

Most of these employees do not fall under the DOT, and most do not have supervisors trained in reasonable suspicion, even where a drug testing policy exists! Some of these employees present the same risk as an out-of-control fuel truck!

This program begins where most supervisor education and training on reasonable suspicion leave off. It focuses on supervisor behavior and increasing one's willingness to act on the drug-free workplace policy when faced with issues of reasonable suspicion.

The DOT doesn't require motivational and awareness training for supervisors so they will act on reasonable suspicion testing policies. And it is a myth that all it takes is to mandate supervisor compliance. More is needed to reduce cover-up, denial, and avoidance.

Most businesses with reasonable suspicion policies don't fall under the DOT compliance laws. But even those that do miss much of the picture, because training focuses predominantly on rules, regs, signs and symptoms--not supervisor behavior.

So more is needed to protect organizations. Technology workers, office employees, school teachers, building trades people, hospital workers, and many more may place others at risk, but never have a supervisor who's trained in acting on the organization's existing reasonable suspicion drug testing provision within its policy.
